I used a cake mix to bake up the cakes. I also subbed in my favorite vanilla frosting for the usual buttercream or whipped cream.
Start by whisking up your batter.
I use my handy dandy cookie scoop to scoop the batter into even mounds.

Victoria Sandwich Whoopie Pies
(makes about 20 whoopie pies)
INGREDIENTS
1 box white cake mix
1/2 cup water
1/2 cup oil
3 large eggs
3/4 cup unsalted butter, softened
3/4 cup shortening
6 cups powdered sugar + more for dusting
3 tsp vanilla extract
2 to 5 Tbsp milk
about 1 cup strawberry or raspberry jam
DIRECTIONS
1. Preheat oven to 350 degrees and line two large baking sheets with baking mats or parchment paper.
2. In a large bowl, whisk together the cake mix, water, oil, and eggs until smooth.
3. Scoop using a cookie scoop (see my Amazon pick below) or about 2 Tbsp of batter about 2 inches apart. Smooth batter out a little with the back of your scoop/spoon.
4. Bake for 8 to 10 minutes. Cool on tray for a few minutes before transferring to a wire rack to cool completely.
5. To make the frosting, beat butter and shortening together for 30 seconds. Scrape down the bowl and beat in 2 cups powdered sugar.
6. Beat in vanilla and then beat in 2 more cups powdered sugar.
7. Beat in a Tbsp of milk, then beat in last 2 cups of powdered sugar.
8. Add milk 1 Tbsp at a time until you get a good piping consistency - not too stiff, not too slack. Then, scrape down the bowl again and beat on high for 3 minutes.
9. Assemble the sandwiches: spread a heaping tsp of jam onto the bottom of one of your cakes, pipe on a swirl of frosting, and then cover with another cake gently pushing down a little.
10. After you've assembled all of the sandwiches, dust with powdered sugar. I use a fine mesh sieve filled with 1/3 cup powdered sugar and gently tap on the edge as I move over the sandwiches.
